I had to re-read the OPs post on that, and seems it's describing the bypass valve plate having a rubbery material so it seals well on the end plate - shown in 4th photo. .
Yeah, terminology used wasn't recognizable 'by me'. Possibly if it had said end cap I might have reached a different assumption. Think thought "plate" reference to base-plate. Can't recall seeing rubber used as term for bypass as seal before either. To my knowledge, never had an issue with seal on end cap integral bypass so didn't register with me as such. Hope that clarifies the reasoning behind my 'assumption.

Biggest point, I don't believe it is a Champ Labs made filter.
