Is the oil dipstick dry after 1,100. miles and 2/3 qt oil added? I don't see any oil on it.

Oil added, then took pic of the fill hole. That why it has that thick oil film.
All images are before/after.
Pictures are hard to read without captions because are not self-explanatory. Write at least before/after on top of them.
I see only a bit difference on the oil filler hole - camshaft looks a bit cleaner on the second picture. And also the dipstick looks a bit cleaner on the second picture.
However, for a thousand miles that might be fine. It's just 1/20 of the total miles that Valvoline recommend to be run for total of 20,000. Pictures taken at 5,000 miles would have better margin for comparison.

Did 1st OCI with Valvoline Restore and Protect about 1800 miles ago.
A few weeks ago, I went on 650 miles trip with mostly open highway doing 65-75 mph.
This week while driving in the city, it felt like the car is easily coasting 30-35 mph without much acceleration. Feels like maybe the engine combustion is more efficient?
Has anyone noticed something similar?

Yes this has been reported. Presumed to be from better compression from cleaner rings.
He doesn’t drive it much. It took 5 months to rack up the 1,000 miles. If I were to wait for it to reach 5,000, by that estimates it would be 2 years out.
I’m planning to do another visual inspection and take pics for comps at 2,000 and a full oil change at 3,000. I was really anxious to C&P the filter because it was already 5 months out.
Valvoline Restore and Protect is finally on the shelf at my Walmart here.
At C$43.97 it's the same price as Canadian Tire's sale price on Mobil 1 ESP

When I buy oil at Canadian Tire when it’s on sale and when there is bonus CT money it ends up being roughly the same price as it would cost in the US. Pretty much every week there is a good CT money deal (such as spend $50 and get $4 back)
Also, it's 5L / 5.3 qts.
But at least we get to pay exorbitant (12%) sales taxes and a $0.50 "eco fee", so there's that.

I didn't think I had dirty rings since the mileage isn't that high, use top tier gas & full synthetic oil for 5K OCIs since new.
I am curious as to how quickly Valvoline Restore and Protect works.
I did not notice any differences in the initial 1000 miles & thought it was normal because I didn't think I had a dirty engine.
I've seen posts from people who changed their oil filters at 1K miles & they were filled with crud, but they were from vehicles with 150K+ miles or questionable service history.
Coincidentally, the improvement happened after 8-10 hours of prolonged high rpm/speed driving after 1K miles mark.
There are different levels of dirty engines and piston rings is just a small part of it. Meaning, if you did mostly 5K OCI with synthetic oil and your engine is free of sludge and varnish, that doesn't mean that your pistons and piston rings are clean too. Most of the people get dirty rings from low viscosity oils and cheap oils too. Also, Group III oils (90% of the Full Synthetic oils at Walmart) don't provide excellent cleanliness and hot temp. break down anyway.
The sludge on pistons and piston rings is a very small part compared to those accumulated on the oil sump and valve train. Those people with the dirty oil filters at 1K-2K miles most likely had sludge and varnish all over inside the engine, not just on the pistons and piston rings.
That's why people on here (including me) don't suggest to change oil filter before 5K OCI if you think your engine is clean enough. That remain practice mostly for people who neglected their engines before that (used conventional oil or low viscosity oil too long) or just bought a neglected used car.

2007 RAV4 Valvoline Restore and Protect oil change #2. Oil consumption has slightly gotten better.

2010 Nissan Cube, 230k km (143k miles) just finished it's first OCI of Valvoline Restore and Protect 5w30 w Pentius PLXL7317 filter. It was run for 159 days (5 months 8 days) 9662 km (6k miles). Oil level on dipstick looks to be 30%.
