Two oil's Vis @40 and @100...what do the #s mean?

If I have two 0w20 oils and one is

Viscosity:
@ 40 C=38.87 @ 100 C=8.301
Flashpoint 238

and the other is

Viscosity @ 100°C, cSt (ASTM D-445) 9.0

Viscosity @ 40°C, cSt (ASTM D-445) 49.1

Flashpoint 228

...what can you tell me about these two oils?

Does a lower viscosity # at the given temperatures mean the oil is thinner at that temp? Thanks.
 
Yep, the lower visc means the oil pumps better.

Because of your location, use the thinner one in the winter and the thicker one in the summer

It's the Honda 0w20 made by Idemitsu (it's from a Canadian dealership). I'm not even sure if it's a full synth or blend or what. It's only $6.99 at the dealer, so I doubt it's full syn.
