Finally got an answer from Mobil.

Your filter has a piece sealant compound that was not in the correct position on the filter during manufacturing. As a result the black sealant compound was on the back plate of the filter as shown in your picture. We found the problem soon after it started but a some filters did get into the market place. Engineering has determined the material will stay attached to the baseplate in most cases not getting into the filter media. If however a piece would get down into the filter it would be caught and would not get it to the engine. Your car engine would not have been affected. We thank you for using our filters and regret you had an issue with one of our them. I hope this answers your questions.
