Turbo actuator is out on the 6.7 cummins.

What happens if you unplug it? Does it have a default position? Funny becaise it still did the sweep test when I turned the key on last night, so its still worming. Maybe it's just getting power but not moving like it should.
You do realize you are messing with a $20k+ engine right??? If you can't diagnose it I'd recommend you get it to a professional that can.
 
Veins are sticking. On one end of the spectrum you are overspeeding/overboost with high drive pressure. At the other you are underboost and high EGT. Get it fixed.

Go through wheel well. It's all right there. Flush coolant and consider PM replacement of water pump, idler, tensioner, plastic heater core elbow, and lower rad hoses while you're there. Upper rad hose and thermostat if you're going all out. Look for exhaust manifold leaks/cracks.
 
I have seen a cleaner/solvent Cummins uses to clean the carbon buildup from the vanes. The test recommended by City Diesel, who builds the aftermarket accuator, says to check the vane movement to make sure it isn’t binding before changing the accuator. With the City Diesel accuator you don’t need a scan tool to calibrate it.
 
At 179,500 I had to get my turbo replaced. The actuator went out and caused the veins to stick messing up the turbo with a high pitched squeal/whine. Had a local diesel shop in town take care of mine.
 
If you go with a stock Holset actuator it will need to be calibrated. You will need an app like AlfaOBD to do it, or take it to someone.

The City Diesel unit will self calibrate.

If you do a little research you will find it is common for the stock actuators to fail before 100k miles. The fact you got 250k out of yours is lucky.

Behind the actuator is a lever that moves the vanes in the turbo. This needs to be checked for free movement before replacing the actuator only. If there is any resistance/sticking, the turbo will need to be replaced or rebuilt.
