Never seen this before. I scraped off any loose paint before applying the touch up paint, but the old paint still lifted like this. Same thing happens at other spots. The old paint I assume isn't original so that might be part of the problem. Any suggestions short of repainting?

Looks like the touchup paint acted as a solvent and lifted the paint already on the car.
And yes, looks like it was repainted before.

Looks like typical lacquer over enamel to me.
