So I just returned from a trip from Texas traveling through 4 states total. Every one of the Top Tier stations I stopped at in every state EXCEPT California had the Top Tier logo prominently displayed. No station in CA has those stickers except Costco.
Is California’s special formulation Top Tier by default?

Not by default. I cannot speak for other brands, as I predominantly stick to Shell unless I got no other option, but I have also noticed the lack of Top Tier marketing in California; at least in the Orange Country/Los Angeles area. In other states, it is definitely an "in your face" kind of thing and you will see the logo.

It's funny; I have noticed that, too. My local Shell doesn't have any signage regarding Top Tier. I have also always wondered how much of a difference there is between CA gas and Top-Tier since we have our own special formulation.

Refineries in California. More than I thought, way less than most places like Texas.

They left at least one out, the former former Tesoro, former Andeavor, now Marathon also known as Golden Eagle Refinery in Avon, CA. North of Concord, east of Martinez in Northern CA. I think it was P66 many years ago. Andeavor was supposed the be Andeavor & ever, but it lasted about 6 months. lol.
PBF Martinez was Shell up until 2020 I believe.
