If you’ve got the time, a Dremel will eventually get through anything. What about a Dremel with the cutoff wheel?
A Dremel with the big 1 1/2" "EZ Lock" cutoff wheels that snap into the quick release arbor are good. Still takes time but doable. The arbor is spring loaded so the wheel won't break if you don't hold it correctly. Good for tight spots. I cut through one exhaust flange NUT and bolt with one wheel.
I've done that as well. I want a small smoke wrench set, but i'm propped up a propane torch on a bolt, had a cup of coffee while it heated, the hit it with the air cat. I have a 13mm scar on my arm where a red hot exhaust nut landed after heating and the aircat zipped it right off.

I can't argue with that! At least I wear closed toe footwear. This is why mechanics wear coveralls, not t-shirts and shorts.
