I was installing a replacement tire on a rim and slightly damaged the soft rubber below the internal bead. I used a ton of lube and was surprised it happened. Is the tire trash or should I use some bead sealer and mount / check for leaks?

You'll be fine, I've had chunks missing that were bigger than that, and that's just a tear.
When I rub my finger just under that tear, I can feel a tiny piece of rubber missing, but no chords or metal. It’s really superficial, where the tool hooked and made that small tear in the pic.

I’ve seen way worse than that still seal…or come off used but you’d have never known there was so much damage (and they weren’t leaking, only taken off due to wear). Retreads are notorious for this. Some of them stiffen up so bad with the new tread glued on that they are difficult to mount. They get torn up worse than that by some techs and they still seal up and are ok.

Update: mounted tire with a swipe of bead sealer under and on top of the small tear, air holding nicely and test driven ok.

The car ride is smooth with no vibrations at highway speed.

I’m assuming the consensus is to get the tire balanced even though it’s smooth as silk right now? What say you?

Just roll on. There is nothing there to "fix" with a balance.

Save the balance service for later.
