When timing an engine, you set timing BTDC. I think the #6 spot on tab is the 12 degree BTDC mark (each spot on tab = 2 degrees) and the correct timing for the 396 is 10-12 degrees BTDC IIRC.
 
Where he marked the pulley depends on what kind of timing light he used. If he had one of the nice ones where you can set the desired timing on the light and then adjust the distributor until the pulley notch lines to 0, then he would have marked the 0.
 
I had my 396 timed recently and it started pinging when it got warm. I looked at the whiteout the guy put on the timing marks and was wondering this: The line on the balancer is marked, but he put a mark at the #6 spot on the degree tab. Shouldn't he have marked the #0 spot?
 
Lets try and fix the problem.
Is it knocking at low, mid, or high RPMs?
Does it knock at part throttle, or when you are cruising and quickly give it a little more gas, or at full throttle only?
You could have too weak a spring in your vacuum advance mechanism, too much total advance in the distributor, or maybe the mechanical advance curve is too quick.
6 BTDC @ idle should not be too much. [unless you are in "My Cousin Vinny"]

It knocks at operating temp at cruise and high rpms...especially high. Anytime more gas is added when its hot, it knocks. The timing light showed that the timing mark moves around so it was suggested I might need a new distributor. But it didn't knock before this occasion it was timed.
 
Are we talking about a 396 c.i. Chevy engine? Might be best to check the distributor advance springs; if one is broken or loose that would cause your symptoms. The fact that the timing mark moves, indicates a problem in the distributor.
 
What fuel grade are you using?
Regular isn't going to cut it.
If someone installed light advance springs in your distributor, it will advance too quickly, and may also have different weights, which can allow more total advance.
A carboned up engine will knock more because the compression is artificially raised.
A few minutes with a timing light will show the advance at idle, the total advance, and when the total advance is fully in. It will also show how much total vacuum advance there is, and if actuated by a 'MityVac', will show at what vacuum the advance is working.
Something like this is about normal: 6deg BTDC @ idle, 26 deg total @ 3,500 RPM [meaning 20deg in the distributor plus 6 initial]. Engaging the vacuum advance will show 26 degrees or so @ idle [20 plus 6].
Any chance you could get more data?
This is totally fixable.
 
Just a couple things.

I don't trust timing marks on stock Chevy dampers, or the timing indicators on the timing cover either. I have seen way too many outer rings "walk" with any amount of high RPM operation. This is about the only reason I like Fluidamper and other 1 piece units. If you have the time, find the true TDC and mark your inner and outer pieces of the damper accordingly.

If you have access to a good advance timing light, set your total advance to 36deg with everything fully advanced, set it and drive it. Advance or retard from that point to suite yourself. Don't worry about your initial advance because in the big picture, initial advance doesn't matter nearly as much as the advance numbers when your engine is at happy RPM. Like mechtech said, this is a fixable problem and you have to know the specs/info you are dealing with to get an answer.

Verify the distributor advance is working smoothly, and is hooked up to the proper port on the carb. You would be surprised how many hook up the dist to manifold vac instead of venturi vac. Verify the advance weights arent sticking. I ran into one HEI that was so worn the advance weights would stick and cause a 1600 RPM idle at times, that was fun to track down.

If your timing is going "bouncy-bouncy" all over the place either it is computer controlled and acting normally, or you have a problem. Slopped out timing chains, and worn distributor shafts/housings are the most common causes. Really mean roller cams and even a messed up oil pump can cause spark scatter, but it is a cold day in **** when you run into that in the real world.
 
The previous owner said to use medium grade and the guy who timed it said premium. It was using medium for the most part with no knocking issues. I was going to test it with a full tank of premium very soon to see what happens as there is a combo of both in right now.

The engine was rebuilt and has about 1200+ miles on it. Considering how much the previous owner lied about things, I don't know how well it was done. Stock rebuild except for carb (Holley 770) and intake (Edlebrock Airgap).

Anything else that would help?
