I should have posted photographer unknown. I am a member of a group that shares older photos from South Dakota, sometimes photos from bordering states get into the mix.
That's one of those "the longer you look, the worse it gets" photos, lol.
The jolly mustachioed gentleman (who doesn't show up in my reply) looks like a cross between Elon Musk, Joseph Stalin, and Mr D (my Gr 12 math teacher).
