I did mechanic/ tech at dealer for many years. Have replaced several wheel covers under warranty over the years for issues like the OP describes. No big deal.
Think this would be covered under warranty?

VW will tell you that you are lucky to own and drive one of their cars. That should be good enough. Why would you rock the boat by asking them to fix something on a perfect car. If you persist they might not sell you your next car. Just remember the German expression for the pleasure of driving one of their cars, F@rt with a Fig Newton. It goes a long way toward explaining the experience VW delivers to their customers.

Greg, it's entirely up to the individual dealer. Like said above, trim finishes and whatnot are typically not covered by B/b, but you could try. Your chances of having it covered are better if you spend money with them regularly.

Yes,the dealer should cover it. Its a freakin plastic wheel cover, though! I sure wouldn't bother with it. But I would wait until you need tires, then buy some take-offs on Craigslist and get a set of real alloy wheels and near new tires for about the price of tires only. People dump take-offs for dirt cheap sometimes, amazingly.
IMHO, since it's within warranty, the entire car was supplied by VW, and thus should all be covered by said warranty, that it should be 100% covered by warranty.
Even though they ARE just wheel covers, it shouldn't matter. It's a part that was on the vehicle when sold.
... having said that, if it were my car, I'd more likely go one of the following two routes:
1 - Plasti Dip the covers. Why not have a little fun and see what kind of cool combination looks I can come up with. If they end up all sucking, then I go with...
2 - Aftermarket Alloy/Aluminum wheels. TireRack has some pretty decent ones that fit that car for around $100 each. Maybe see if the dealer will credit you back a few bucks toward them for the defective wheel covers?

I'd say no. If you had any coverage, it would be under the basic warranty. Wheel covers are hit by debris all the time. If they were aluminum wheels, you'd be dealing with little nicks in the clear coat.

You don't get it...that's their "out" (environment contamination) and you can't say otherwise. You can't say you've NEVER driven through contaminating chemicals. At the least, it's naive to deny the possibility....at most (THEIR perspective) it's laughable to think so.
Same issue with fading paint ("park under a tree?"..."park daily under the Florida sun?" "Go to the beach?").
