Tecumseh engine has out-of-control throttle

Hi all. Trying to revive a 1986 Toro walk-behind mower with a Tecumseh engine. I installed a new carburetor, plug, gaskets. I reattached the throttle control wire and spring to the governor same as before I replaced the old carburetor, as best I can tell (the wire and spring became detached while I was removing the old carb. Now the engine starts up fine but then roars at full throttle and I can't reduce the throttle. Can someone point me to info. on throttle control for this engine? Thanks.
 
Something is jammed on the governor linkage. An unhooked linkage to the governor should result in a slow idle at best (fail closed).
