Supertech filter or Fram ultra

For the life of me, I can’t figure out why someone would skip changing the filter at the time the oil is changed. Please don’t even try to explain it to me. I still won’t understand.
Jeep Riot has it correct. For perfect results, it's so straightforward:
1. Oil and Filter at every change
2. 5,000 miles Interval.
3. Manufacturer recommended oil specifications. Premium, ultra premium oil is not important, but avoiding questionable, no-name oil is. (I offer this name for this rule: "Quaker State or better.")
 
That’s because it’s not the same thing at all. When you change your oil there is always going to be about 10-20% of the old oil left behind. So you never start out any interval with 100% clean oil anyway. So to add in another 2-3% of the old oil by leaving the old filter on really makes no difference whatsoever.

If someone is already doing 10,000 mile oil changes then I don’t think they should reuse the same filter twice. But if they are doing 3-5k changes, why not? If the filter is particularly hard to get at or is a messy change, then it’s nice to have every other oil change being a little bit less of a hassle.
I understand, it was said with great levity.
 
Is it a cost thing or hard to access filters ?
If it's cost R.A. has good prices and absorb the shipping cost over many filters.
I say change it everytime if you can.
That being said I maintain 4 trucks, 1 a toyota 4 runner gets a new filter every other change because it's a job to get to the filter, that being said it still gets changed every 10k
Difficult oil filter location means I would prefer the Fram Ultra for two OCI’s up to 5K miles each - if the engine has been well maintained. After that , I feel I have got my money’s worth out of the Ultra .
