Strange oil drain plug on 02 Accord

I was draining the oil on a 2.3 Litre 02 Accord and noticed that the outside center of the drain plug had a hard rubber center. And the top of the plug that is normally inside of the oil pan had a copper center pressed in center of the plug and the side of the plug that is inside the oil pan- had open sides--and within these open sides--I could see a spring loaded copper center pin--like a schreider valve on a tire stem.

The bolt head of the drain plug fit a 22mm or 7/8 inch wrench. I know that this isn't a stock oil pan plug--but why is it constucted like this?
