Steering damper completely stuck on Buick Roadmaster

Hello all. I have a 1995 Roadmaster in as nearly good shape as you can find one these days. It's been daily driven but the steering damper has started to cause a pull to the left by exerting pressure on the tie rod so I decided to replace it today. It attaches to the passenger side frame and center link. The frame end came out no issue. The cylinder end mounted to the center link is completely stuck on however. There's a 3/4 inch nut behind it on the CL which was easily removed but the rest of the damper is hanging off the CL. I noticed there's another 3/4 inch hex surface for a wrench but it doesn't feel like it wants to turn. Lots of hammer blows did very little. I don't have a torch either. And a pitman arm puller could possibly work but the space behind the center link is pretty limited. Should I still use one?
 
I only know what it looks like from pictures, I never did one but it seems a pickle fork would be the tool I would try on that.
