I have some time to dump the used oil out of my snowblower this weekend (I usually do it at the end of the season but just no time) Anyway it's a one year old Simplicaty with a 9hp B&S and I have a quart of AMSOIL Signature Series 0w30 just sitting here do you think it would be ok to use it in the blower?

Yep, it would be just fine - in fact, it would be some excellent protection. I believe Simplicity even recommends a 0w30 or 5w30 synthetic for their snowblowers (synthetic to avoid/lessen shearing of VIIs). At least my old model does.

My MTD with a tecumseh SK leaked like a sieve with 10w30 Castrol Syntec SM - and that wasnt even a real synthetic. Prob better off with a high saps oil if you are chopping ice, if not a snow blower engine isnt loaded like a tractor and should be OK on a PCMO. NO Presuure lube in this engine? Just scuppers?
I think a snowblower has to be the most demanding engine application there is. At least mine is. There is no other engine I have that I repeatedly run at WOT and completely stall, for hours sometimes, in 15 degree temperatures.
That being said, anyone who has had, ahem, difficulty starting a snowblower at 10 degrees would be willing to spend an extra 3 dollars on some oil that might help.
0-30 sounds great to me. Personally, I'd maybe consider a 20 weight if you don't have electric start.
EDIT, 9hp... if you don't have electric start on that you're more a man than I am.

I used SSO in mine last year, never needed the electric start, the machine ran fine, and actually gets a longer run time on a tank of fuel too!
