Siphoning gas out of auxillary tank

So instead of having all the complications of an electric pump. Why don't they just use the same gas station style fuel handle and hose and just have the hose connected to the very bottom of the tank? I would think all that weight of the gas would still be plenty of force to provide flow through the hose and nozzle.
 
What about the fuel tanker truck getting that fuel in an above ground tank in an efficient manor? What about the footprint size of the gas station, safety...?
I wasn't talking about gas stations. I have no idea how they do those types of tanks. Only marinas have above ground tanks. I was talking about an auxiliary tank inside the bed of a pickup truck.
 
In addition of still needing a way to initiate siphoning, a pump is needed if you want the fuel to move with any speed at all. But I get it - sparks and fuel are no bueno.
