EVERY construction site larger than one acre must have a mud/debris removal area prior to the truck leaving the construction site written in their storm water pollution prevention plan. Believe me, I know. I go around here at work and bust companies that aren't doing this.
No laws about that up here. Driver beware.

We're pretty lucky here in Fort Wayne. Most tri-axle dump truck companies around here should be commended for their driving, cleanliness of the trucks, and tarped loads. It's the land fill trucks that spew nails, mud clods, junk, trash and drive like cocaine cowboys.

That's a federal law? Cool.

How do you report them?

They are so covered in mud and lime that you can't read any of the markings. Maybe the "hand scrawled in Magic Marker" writing on the cab door?

I don't even know where the salt water trucks are going. They closd all the injection wells after we had a 3.0 magnitude earthquake (stop snickering California....we don't have a fault line. We shouldn't have any 'quakes. The official reason is still "unknown" but injection wells are the probable cause)

Some of these "professional drivers" are professional only in the sense that they draw a paycheck for driving.

It is a federal law and also a Tex. EQD law, but like I said, the construction site has to be larger than one acre and of course, back tracking from an incident can be rather tedious. All construction sites must have their storm water pollution prevention plan and permit posted at the main entrance or a sign telling you where it's at. On the salt water trucks, could they maybe be frac tanks?
