Now that is silly.............Gov does oh so much more. Poorly. And without need.oh ok didn't realize roads were bad. I guess we should all walk through the wilderness to work. I hope it's not privately owned and I don't get shot for tresspassing.
We do have privately managed toll roads around here, I believe it's by the Spanish company Cintra and there is a 60 year lease that we are 10 or 15 years into.

Government sends threatening letters. Government assesses fines.
Mom and pop still says "No".
Government sends agents armed with guns to shut down mom and pop gas station. If mom and pop gas station owner mildly resists, government agents beat him up, shackle him, and cage him.
If he resists with equal force, government agents literally shoot him.

They are private businesses and the government has no right to force that without major compensation, the real estate needed for long term charging is one of the draw backs due to time needed. Charging stations can open and charge the additional fees to the charging customer for the long term down time needed for charging while wasting retail space.

The correct place for most EV charging is at home at night. Charging facilities at home are little more than ultra smart safety checked extension cords. Charge rates are relatively tame 5kW to 10kW. Electric utility generating capacity has a 50% surplus at night so no upgrades are needed for a long time, meanwhile the utility gets easy money putting underutilized capacity to work, which pays for future upgrades.
Is very easy to depart from home every morning with sufficient charge to make it through most days. The only time one might need public charging is during travel away from home. You might note how Tesla initially built the Supercharger network on major travel corridors. Only later started putting Superchargers in urban settings where people were driving to and needed something during their stay.

Or cable TV, or broadband internet, or kitchens, washers, dryers, .... many things. 240V 50A circuits are low tech, the hardest thing is managing access control. Plenty of vendors with EVSE hardware offering access control. And with access control one can bill to the user for power purchased. Craigslist.org has a hard button in housing search to find EV charging. I see lots of new apartments being built with EV charging. I see lots of hotels with EV charging.
No, gas stations should not be mandated to install EV chargers. In fact most gas stations are a very bad place for EV charging. Buc-ee's is the exception to the rule.
