It would also be nice if those EV chargers had a roof over them. I also don't like how the charger plugs point down, so water can pool in them. They should point up, so that the water will drain down.

It's not happening, its not a mandate as the OP referred too.It's already happening, but for the most part the best use of resources is to have EV charging in parking lots at parking spots.
