Shaking steering wheel

Steering wheel has shake at 40-45 when I take my hands off, can't tell it's shaking when hands are on steering wheel just had balance and rotate steering wheel still shakes some also pulls to right a little, can alignment make steering wheel shake?
 
Steering wheel shaking can come from a couple different things. Alignments, wheel bearing, tire balancing, suspension components, lose lug nuts and even road conditions.

Do it consistently do it on any roadway? Just highways? Only 40-45 speeds? Always pulls right? How significant? Have you ever noticed before the tire balance and rotation?
 
If the tires have any cupping on them I have had that cause shake at specific speeds. If the pulling right just started after tire rotation you may have a tire that is slightly conical that got put on the front.. Try moving the front tires to the back one at a time and see if it makes a difference.
 
Yes it's possible for the alignment to do that. Check the tires to see how the tread looks. Also lift the front end and spin the tires quickly and look at them from the front to see if they're out of round or move side to side. Some suspension geometries are more sensitive than others. I've never gotten my old trucks to shake on factory components even with a bad alignments. But that's a common occurrence with crappy aftermarket components particularly low quality lift kits.
 
Were the tires just high speed balanced or road force balanced. I have one on my son's car that has higher road force and will cause more noticeable vibration if put one of the front positions. If kept on the back, way less noticeable.

@monel777 - any details on vehicle, miles, tire brand/model, miles on tires, are tires worn unevenly?
