Rotor is stuck yay.

I've replaced brakes and rotors more times than I can count and have beaten this to death with a metal Sledge for about 30 minutes now and the bastard rotor just won't pop off. No jokes about the lug nuts. I placed them at the end of the lug so I didn't accidentally hit them with the sledge and destroy the threads. Any ideas?

Can you rent an air hammer? In the video, the rotor is clearly loose but still catching on something. Have you tried hitting it on the back?

Judging by the video you posted the parking brake appears to be dragging. Assuming it is already off in the car, clock the rotor to where the access hole lets you back the shoe adjustor to slack. Just be sure to readjust after you install the new rotor so the parking brake functions again.
 
As noted in Posts #2, 4, 7 & 8 above, the parking brake shoe assembly inside the rotor "hat" is binding up the rotor. You need to pull out the rubber access plug from the backing plate and retract the parking brake shoes by turning the star wheel adjuster.
 
As mentioned, rotor is stuck on the parking brake shoes. If you pry the rotor off, you might wreck all of the parking brake hardware.

Usually there is a little window on the backing plate which allows you to back off the parking brake shoe adjuster.
 
Maybe a team effort of a sharp whack at 6 o'clock with simultaneous pulling.
The rotor appeared to "rock" at the bottom.
The idea would be to make the parts in the hat jump up.
 
My daughter’s Mazda 3 front rotor wouldn’t come off with heat or common sense pounding. So cutting it off made more sense then wrecking the bearing/hub assembly. Her issue was that the rotor hat broke and the rotor was “kinda spinning”. She milked it home at 5 mph as she was 2 miles away when it broke. Tried everything to get the hat off, but rust was so expanded it would not budge.

Not sure about the Lexii but on Highlanders it was possible for careless techs to put the rotor on such that the star wheel hole was obstructed.

Now, presumably the parking brake couldn't be stopping you if it was not adjusted out initially, but not necessarily if cables are seized or shoe hold downs have gone on vacation or other random chaos.
 
since its moving that much its clearly hung up on something. /captain obvious.
I'd also guess the parking brake.

I made that mistake once.
the 2013 outback auto-parking-braked itself... oops.

I once had to hammer off front rotors that wouldn't budge. They were rusted fast onto the hub and hammering from the inside could not get them loose. They only came off in chunks.
 
If the star wheel will not retract the parking brake then often you can rip it out (brute strength) past the parking brake shoes but sometimes parts of the parking brake assembly get damaged or ripped out with the rotor.

I live in rust country. I have come to hate top hat parking brakes because even if you are lucky enough to get them retracted, there’s usually a big enough rust ridge that forms on the back side of the hat. It hooks on the brake shoes and there’s no way to clean it up. Your only option is to rip it off and replace all of the parking brake parts.
