Ohh...those technicalities...
Doug Hilary doesn't live in the US, but he sure knows a lot about US lubes...Never hurts to "broaden" our horizons...especially living so close to each others' border.
As for the OP's question, you could always take a trip into Ontario to find some of the 0W30 T5.

I have you know the year Canada won the Gold Medal in hockey a good of mine from there sent me an official hockey jersey and cap. I display them proudly in my TV room with all my other sports stuff.

Do you recall the price? It is one of the few 10W40 that meet the MB 228.31 specification meaning I can use it in my MB diesel.

No one specs it in the US. Does not get as cold here as it does in Northern Canada.

You don't need 228.31 oils for your engine, I thought we discussed that. Check Sheet 223.2, p.3 of:

They specifically do NOT recommend 228.31 oils, only 228.3 oils (which are all over the place). The only low SAPS truck oils they recommend for passenger car diesels are 228.51, unobtainable in N. America. For passenger car diesels, 229.3, .31, .5, .51 are recommended but there's no reason for a '93 diesel to use a low SAPS oil.
When I say 228.3 oils are "all over the place" it means if you can't find a CI4+ oil, get a CJ4 oil (228.31) that is also 228.3 rated. Some aren't dual rated; some don't have a MB rating at all.

Bought 2 gallons of this T5 at TSC yesterday, for around $15 each. I noticed (after I got home) that it says "Energy Conserving" on it. I planned to use this in my V8 Land Roveer but now Im second guessing this. Does this mean its GL-4?

I would use the 0W-30 and 0W-40 in my cars and motorcycles.
 
I got 10W-40 T5. It actually says "Energy Saving" right beneath the Rotella logo. The API is CJ-4/SM. It does NOT say "energy conserving" inside the starburst API label.
