Then you might be able to flatten the broken bolt enough to drill it. Are you saying it has left hand threads? There won't be enough as this is way below the plate.As noted take the plate off. Then try and grab the reminder if the bolt with a Vise Grip.
Power steering pumpIs that a water pump? It might be easiest to just replace it, and let the rebuilder worry about extracting that broken piece from your core. Drilling out a jagged, broken, recessed bolt is near impossible in my experience.
