Removing a different colored overspray

My daily driver was purchased used, it's a silver car and it appears the previous owner was painting a picnic table or something using what appears to be red barn paint and there are several spots on the hood of my car that received the overspray.

Is there any way of safely removing the overspray without harming the original paint underneath?

What is the best method of removing rust from a very small chip in the paint and touching it up?

Try prep-Sol or Prep-All first if no joy you can carefully wet sand with 2000-2500 then buff it.
If you never did this sort of work i would leave the wet sanding and buffing to a pro.

To remove the rust from a small chip use a fiberglass pen then use a paper match to apply some self etching primer.
Using the same method coat the etching primer with regular primer then paint and clear.

Edit: Try the clay bar first as someone posted but it may not work if its old over spray.

Many years ago when my wife and I lived in an apartment complex, her car (i.e. a 1992 Chevy Beretta Coupe with medium gray metallic paint) was vandalized one night. The vandals made a pass along each side with red spray paint. The local auto-parts store recommended some 3M Imperial Microfinishing Rubbing Compound. (This is the one.) It's clearcoat safe and everything and did a wonderful job at removing the spray paint, though the fact that I cleaned it off within a couple of days may have been a big factor.

Least aggressive route first. Try clay first. That should take care of it. Don't resort to wet sanding or anything similar until you've exhausted all other options. Clay will almost always do the trick
