Is my understanding correct? If I plug in a dehumidifier and then I hear the compressor kick in the air being blown out becomes warmer than ambient that basically the compressor is working and probably has a proper refrigerant charge.

So if one section is getting warm then another section must be getting cool and the dehumidification process is working.

Obviously the filter could be blocking the air flow and/or the drain could be clogged. But if one section is getting warm then basic refrigerant flow of the refrigerant being compressed and expanding must be working properly.

Yes, it sounds like it is working properly. It's normal to have the air warm when it exits the dehumidifier. Although air is drawn through the cold evaporator, that same air cools the compressor, motor, and of course the hot condenser. So due to nothing being 100% efficient the result is the air coming out at a hotter temperature than the ambient (room) temp when it goes in.
