Refinishing Wheels??

We have an '04 Mazda MPV ES with aluminum wheels. They look like they have a coat of paint on them? The paint is starting to bubble around the center cap and lugs. What can I do about this?

My mechanic said to take them to a body shop to get repainted?
 
They're clearcoated. The clearcoat is probably oxidizing and flaking off.

There are wheel refinishing places, but any bodyshop can probably just strip the paint and repaint it. You could do it yourself if you wanted to waste a few hours of time and about $40 worth of parts.
 
If you don't mind polishing aluminum every once in a while, you can strip the clearcoat off your wheels at home using aircraft paint stripper.
