PCV valve is a regular maintenance item. Yes, replace it with a brand-new OEM one, not an aftermarket one.
I'm not a fan of high-mileage oils. They are expensive and the only difference is that they are slightly thicker and they have a little more seal swellers, the latter of which could actually be harmful to your seals if excessive.
I definitely wouldn't use fuel or oil additives of any sort, as they could damage your engine.
Worn valve-stem oil seals can easily be diagnosed by tailpipe smoke during takeoff after idling at a red light for one or two minutes with a hot engine.
