This guy is quite a bit above my pay grade when it comes to testing lithium battery packs. He mainly deals with R/C battery packs for the hobby industry. But his findings are equally as applicable for cell phones, battery powered tools, and most things that use these sealed, rechargeable battery packs.
Many of these battery packs have inflated their advertised output to the point that it doesn't measure up in testing. Basically, a lot of false advertising is taking place in the rechargeable battery world. Much like these ridiculously high lumen ratings for many of the flashlights being sold on places like Amazon.
