As long as you can get to a Linux terminal and install Python from the default package manager, it shouldn’t matter. Android seems to be Debian/Ubuntu-based, which means it uses the apt packaging system, unlike Red Hat/CentOS which uses rpm/yum.
Getting root(which does involve unlocking the boot loader) is another thing.

Learning how to use the program. Tablet is used extensively for school, etc.
So you don't just need a runtime, you need an IDE?
