That glue (potting material) is used to seal the ends of all the pleats. It should stick to the metal end cap too if done correctly, but Purolators have been famous for end cap popping.
When I used the term "clean" in my initial post, that as described by Jim Allen means the no broken potting on with either side, endcap and media potting side. What I can see, exactly what's seen in pics. Not, that it's perfectly clean. As for "never stuck", that can only be speculation. Just as likely imo, end cap likely could have been attached but perhaps potting not fully cured and oil temperature in use caused popper. Since I often reference Jim Allen as source I accept, linked* is his original thought on the specific topic.
All that said, based on conclusions you've reached, switching brands makes sense for you.
