Pre mixed fuel with a screen/ filter in the neck. Why?

Why are these small cans of premixed fuel coming with a filter in the spout of the can?

Are they worried about contaminants being in the can prior to them filling them?

Safety? Prevent some schmoe from putting in a lit cigarette? IDK

Flow out of the can is better?

Would certainly like to hear from the company that makes it.
 
Cynical me would think it is to make it difficult for you to reuse the can should you want to reuse it for your own mix. I might know somebody that has done that.
