Pre mixed fuel with a screen/ filter in the neck. Why?

Why are these small cans of premixed fuel coming with a filter in the spout of the can?

Are they worried about contaminants being in the can prior to them filling them?

Cynical me would think it is to make it difficult for you to reuse the can should you want to reuse it for your own mix. I might know somebody that has done that.

I found it too small to be able to get the mix correct

That's a flame arrestor. Prevents external fire from flashing in to ignite the vapor inside the can, which could cause the can to burst and a major fire.
