poor air flow out of vents

95 grand cherokee 4.0, has really poor air flow coming out of the vents hot and cold/high and low speed, i checked the actuators and have seen that they are moving freely, im assuming theres a bunch of leaves in the evaporator which is causing this, i move the selector position in all the modes and will get real faint air out of all the vents, so i know its not a vacuum problem.. so im tackling this job this weekend of pulling the box out and cleaning it out real well, just wondering if you guys have any other advice or input, i will check all blend doors to see if there intact.

Something like this might be caught in the air duct.

I recently solved the same issue on my 97 Camaro. The blower fan was about half to 3/4 of the way full of packed down [censored], leaves and stuff. I had the dash completely appart and shop vac out everything. Blows like new now. Could be a blend door issue too, but I thought I'de share this.
 
well ill have everything apart so i should narrow it down whether its a blend door or packed full of leaves
 
evaporator was packed full of dirt leaves and hair, cleaned it all off and have perfect air flow now.

When you opened the box and found the new cabin air filter already packet with jute, misc. fibers, and assorted whatnots did you return it or install it anyway?

My thoughts on the cabin air filters on many modern vehicles: they aren't there to make the air inside your cabin 'cleaner' they are there to protect the air components in the car (blower motor assembly and the evap). Much like residential HVAC, the furnace filter is [supposed] to protect the blower motor and in turn the evap. But I think marketing has taken the approach of the filter making the air inside the cabin so much better, charcoal/carbon for odors etc. Give me enough pleats for that important air flow factor, I don't care about charcoal or carbon.

Ugh. My daily beater Civic doesn't have an air cleaner filter though the non-USA market models did. My car has the slot for it, just no filter. I saw some DIY write-ups for it and will try next week...a little scared to see what that space looks like. Probably something like what you posted. Bleh.
