I see on Napa's web site there's now a Pennzoil Platinum ATF+4.

TDS refers to Group II+ / Group III base stocks

It's not on the list of licensed ATF+4 brands, but its predecessor is.

So does PP ATF+4 contain GTL base stocks? Food for speculation.

I say unlikely, just a brand change to add the word "Platinum".

If it's licensed ATF+4 it can't be GTL, the license controls the exact base oils for the formulation there is no deviation from the spec even if it's an improvement.

If they are claiming to meet/exceed ATF+4 that is a different story, such as Redline C+, which uses the specific additive package with only a deviation in base oils, which is why it's not on the licensed list.
 
After you go to the NAPA page, click on the "Technical Data Sheet". It sure looks like the product is an approved ATF+4.
 
Not GTL.

In fact, Chrysler won't allow it because they're so childish and insecure that they only allow a specific III base stock and one Lubrizol add pack to get the license, so all licensed ATF+4 is the same. Even Redline C+, the best Chrysler ATF, isn't licensed because Chrysler won't allow it even though it is superior in every way to the product they do license.

It's possible that Chrysler hasn't updated the list yet. So if it has the license number on the bottle, you're good to go.
