Maybe the first option should be.

Find a situation where you do them a favor. No matter how small. Mail delivered to the wrong house, garbage can blown into road, etc. This builds a little good will.

Then ask them about the camera and just explain how its uncomfortable to be pointed that way. Dont acuse them of spying or anything. Most people dont like being on camera and maybe they will move it once aware.
I tried all of that with the adolescent / soft brained idiots who moved next to us and did similar with a camera pointed at my side garage door on purpose to annoy me. I was actually being very nice and moving their can back and forth out of the street for them , etc.... Politely returning all their kids balls that kept ending up in my yard. The adult man in the house has never even been brave enough to meet me. He runs inside the instant he sees me outside, no eye contact even and will never answer the door. I suppose he is ashamed of his childish behavior. It can be hard to deal with deranged or simply STUPID people. Be careful.
 
This is the privacy screen I built for our patio. I backed it with a black tarp so it blocks everything.
A nice side effect is that it also blocks wind and rain, so it’s a more cozy place to relax.

Didn’t read all 4 pages, but is there such a thing as a camera jammer?

Without seeing your situation, I’d put up a privacy fence high enough to block the camera view. 8’ or whatever it takes.

A conversation with a lawyer might be worth it. We had to talk to one a few years ago. $200.
 
As someone who installs cameras my thoughts would be...
In general, security cams have a very wide view, YES, you can digital zoom in but its not that clear when you do.
So I ask if a neighbor has a cam on his house how much can he actually see in your area and to what detail or is it more for him to monitor his yard on that side of his house or at a worse could he simply see OP is sitting outside?

Unless I was sun bathing nude I would simply close my blinds at night and IF he wants to watch me in a wide angle view from a distance drinking lemon aid or cutting my grass so be it? Cameras are all around us anyway.

However, IF I had a perv or something living next door and I truly felt like he had some crazy camera with a super duper zoom lens and was sitting at his desk watching my family I would do more than build something to block a view, I would move.

The VERY last thing I want is a war with my next door neighbor as that has NO winners.
I do understand as I now have a neighbor with dogs, trash fires etc etc its the Clampetts Jed, Granny, Elly May and Jethto and its TUFF!

I had one neighbor get mad at me for something I didn't do as he got into a fight with my renter that was renting my home. He somehow blames me for bad business dealings between he and my renter. Now the renter is long gone and I have doubts about moving back in as nothing is a stressful as not having PEACE with the guy you gotta see every time you pull into the driveway!

I think the Good Book had it right when it tells us what to do...

Well, I had only one neighbor when I moved in. Undeveloped land behind - on the corner. The privacy fence was their’s …
But I had a useless 19’ utility easement on my land - so once I learned how Karen these people were - there are now two privacy fences 19’ gap … then put a storage building and boat shed in that gap - which they didn’t like - oh well …
 
I don't know about a "jammer" but an infrared (IR) illuminated pointed at a camera will render it useless, especially at night. It would be like a camera pointed at the sun.

That would definitely make it look like you’re reacting as opposed to his cameras simply not working from the jammer.

Have you tried talking to him about it? I saw the ring camera photo. Those have a pretty wide view and while it may seem to be aiming right at you, it could just be picking up the entire back corner of his home. Watching a back door, window etc.

Not sure on Ring, but mine will illuminate when they are filming. If you do find out he’s always filming, another not so obvious thing you could do is find something to put on your patio that always moves and therefore will always set his camera off. Lots of false alarms.
 
I say line your side of the fence with cameras looking over into his property. See how he likes it.

Also, install said cameras while naked.
