Patching hole in concrete

My crawlspace wall has a hole through it slightly larger than the 4" pipe going through the hole. A garter snake and maybe mice are using it as an entrance. Besides cement is there a caulk or mastic I could use?
 
Is it brick on the exterior or just a cement wall? How thick?
Morter would work. Might need some sort of backing like a piece of treated plywood or spray foam on the inside as a backer for the morter.
 
Do you want to retain the 4 " vent pipe and caulk in between it and the masonry?? Or, remove the pipe and fill the hole?

I always see the pros using polyurethane caulk for masonry applications. In your case, not the self leveling product.

How thick is the hole, you want to repair? Do you want a permanent repair or just sealing to keep the critters out?

Hydraulic cement may be the best option, mortar can be used as well. Just check the temps now for mixing and applying the product especially since it's getting cold out.
 
The pipe stays and goes to septic. It should be a permanent repair. Its normal poured concrete. The hole was not neatly drilled. More cone shaped from the outside. So the patch at the wall surface will be an inch or two across.
