Ive used paintscratch.com, as they seem to have the ability to mix up OE colors pretty well. A tiniest little tipped brush from an arts and crafts store (with the right kind of bristles).
Clean well, IPA rubdown, get all wax and everything else off of there. Others who are better painters may have some good advice wrt technique.

How big are the spots? Dr. Colorchip works ok.
Honestly, you're better off leaving bigger spots alone because touchups usually look worse than no action at all.
