Thats why I lock up my oil shrine...err I mean cabinet.

Perhaps you mean "Oil Extractor" ?
Like the thing you'd use to suck oil out of an Automatic Transmission for sampling?
To my knowledge, the cheapest "oil sucky thing" on the market is the one Amsoil sells for about $25. Prices then step to $45 for more expensive models, and keep going up, and up and up.

If you are looking for a pump to pull the oil out through the dipstick tube, as is often necessary in marine applications, look in Marine supply stores. Some auto parts stores also carry pumps which go on a 3/8 inch drill and suck it out pretty fast.
 
I use a bucket and shop vac for this purpose. The bucket has a nice, tight lid with a tight-fitting hole for the shop vac hose and a hole for a clear plastic tube. One end of the tube goes into the bucket, the other end goes into wherever you're trying to extract fluid. Turn on the shop vac and viola! Works great for all sorts of fluids. I only spend a couple bucks for tubing on this, using an old drywall compound bucket and my shop vac.
