As this thread shows, a lot of the oil and filter recycling "mandates" vary significantly by state and even more local regulations.
As T-keith pointed out, in Minnesota, if you sell oil, you are supposed to be required to either accept used oil or prominently display the location of the nearest locations that will accept used oil. There may be a volume trigger for the requirement, as it seems folks who don't sell much generally don't post.
Recently, the chain (Valvoline Instant Oil Change) I used to take my oil and filters to stopped accepting outside oil and filters. I was given a line that they now used an oil burner to heat the building, and it required super clean oil that I wasn't providing.
So, I can drop oil off at the local Checker auto parts, but they don't take filters. To recycle the filters, I now have to drive 15 miles to get them to the county recycling center. Fun...
