Well, it's been a couple of weeks. We've had some very weird encounters since the animal was captured by city animal control.

--The neighbors slow down or stop in front of our house (even if no one is outside)

Last night, I was talking to another neighbor while working on my car. The nuisance animal owner (NAO) drove by and then slowed to a stop as he passed my house. Staring at us all the while. My neighbor asked "What is that about?".

I go back to working on my car and am getting ready to button it up for dinner (it's dark out). I come out from under the car and the NAO is standing at the road watching me. I approached him and he just stood there in the dark. I asked, "Can I help you with something?". He answered, "Tsk, Tsk, Tsk". Guy is obviously a few fries short of a happy meal.

I turned around and went back inside to get my digital camera...wasn't sure of his intentions. When I came back out he was back down to his house.

Now, I understand this wacko is just trying to get a rise out of me. It is a little unsettling that a guy of his age (60 or so) is creeping around in the dark.

Start here.

Maxima, sounds as though you need to setup come video surveillance. If it were me, I would carefully document this whole incident and talk to a lawyer as to how to proceed.

Clearly, this guy doesn't have both oars in the water. When someone starts surveillaing you, they are working themselves up to something serious. Who knows what will set him off.

I would document all encounters with this guy. It sounds like he wants a fight. If this somehow ends up in the courts or police become involved, it will help for you to have documentation of everything he does. Of course, video would be best.
 
Awhile back one neighbor asked if I'd seen their cat as it hadn't been seen for a week. I said no, but that I had seen coyotes at night. A few days later they said that their cat had been trapped in someone's garage.

A few years back one gentleman worked with animal control about a number of apparently stray cats, trapped several and turned them in. They were quickly destroyed as almost no one wants cats from the pound. The story made the papers as a number of neighbors who were evidently the owners were furious at the guy and animal control.

I assume so. None of this was done in secrecy. We requested a trap through the city (which was left on my property and baited by the city). When the animal got caught in the trap, the city responded within 10 min to come pick it up.
