Maybe. All the Wix filters that have a ADBV list it on the spec's. The 51410 is for a hydraulic filter that has not bypass and lists no ADBV. It's essentially a PH16 size filter with a better level of filtration.
Now the Donalson in that x-ref'd DOES have an ADBV ..but Baldwin doesn't say. In all cases that I can see, both WIX and Baldwin stipulate an ADBV when one is present. This leads me to believe that if one isn't spec'd ..it doesn't have one.
I have one of these filters (NAPA 1410) and I can see no "rubber" through the holes. Just the metal end cap. I don't know if there is a longer version of this filter (prolly is) from WIX that will give you the length that you desire.
If this works out for your needs, credit goes to 427Z06 for researching a 3/4-16 thread filter without a bypass valve for our filter testing.
This, btw, hung with the appropriate orientation (upside down or horizontal) would be a kicking way of allowing the catch can "chamber" (in this case the filter) to drain back to the engine.
Good luck. This would certainly be cheaper than getting a fuel filter mount that would allow the use of spin-on filters that have a built in drain tap.
