Newish Continental tires with slight shimmy?

Back in March or so (I'd have to look) I replaced my set of worn out Continentals which I had no problem with for 60ish thousand miles with another set the same. It seems like there's a slight vibration wobble at 40-45 mph and even with rebalancing which helped some never has completely disappeared. I think one of the rims did throw a weight as it got really bad a couple of months back and a balance and rotation did help some. I've mentioned it to Discount Tire a couple of times. Is it possible that the set is bad, or is it possible that my cv joint is going etc? I only have 140k miles on the neon.
 
Is that discount tire using a Hunter Road Force balancer? If so ask for the numbers. The tire OEM's say there not out of round until like 50, but you can start feeling them vibrate at around 30 or so.
 
Thanks. I'll have to ask for that when I go in next time. The tire shake did noticeably reduce after swapping the fronts to the back. I'll post a printout soon.
 
This is one reason when I get tires I do not get an alignment during purchase.... If the car rode true and smooth with the old tires.. I want the new tires installed and them see if it is the same....If it is smooth I might get the alignment checked but if the it is not smooth and straight I go back and let them know....The only change was the tires so the blame of the suspension wont work for me...
