Brian brings up a good point re temp compensation, you need more volts to knock down internal resistance on cold batteries. Usually this is guessed at in the regulator, mopar uses a battery temp sensor. If your regulator is seperate, make sure it's in as cool a spot as you can get it.
It is possible the hella regulator despite only being labeled .1v different, has a different curve for temp compensation, in your favor.
