Funny thing, I was walking through a local park last week, and right after I passed the 'all pets must be leashed' sign, I saw an older woman bushwacking with a big dog on a long leash. I stopped a moment to take it in, and realized their were 3 other unleashed dogs running around as they pleased.

She wasn't good at bushwacking, and she didn't look happy. It wasn't hard to figure out what was going on.

Mental justification is a funny thing. I didn't bother to report her, if they seemed like a threat I would in a heartbeat. Dog owners get this operation where they never hear their own dogs bark all night long, they also have ESP and KNOW the damage never comes from THEIR dog, who wouldn't hurt a fly. The only way to deal with mental illness like this is document, document, document, and get the law on your side, not theirs.
