Definitely sounds like over engineering when simpler approach would work: an electric pump with encoder feed back to detect failure scenario.

If you want a simple mechanical way to do it, the spring loaded bypass (whether from outlet to inlet or from outlet to sump) should be sufficient.

Variable vane angle is disaster waiting to happen on something as critical as an oil pump. At least on a turbo you'll just stall, but oil pump failure and not slowing down the engine can be a total write off.
