Probably not on a 2004... they phased it out after going to OBD-II. Too bad, it was such a neat feature.
On older Mopars where the odo is still mechanical so it will flash the "check engine" light to output codes. A burst of flashes is the first digit of a code, then a short pause, another burst of flashes is the second digit, then a longer pause, then the first digit of the next code, etc. "55" will be the last code.
Works on my step-Moms '04 Ram 1500. Ive also used it on a late 90's 3500 Cummins.
Yeah, its kinda random when it got phased out- I guess it depends on when the software was last updated for the particular vehicle. It definitely doesn't work on my '99 Cherokee or wife's 05 PT.
