It looks to me to be of the same model as what the cash back credit cards sometimes offer - shop through their version of the online store and get x% cash back, which is higher than the standard rate...

I signed up with mrrebates.com on Nov-2010, bought several items through mrrebates.com and have $15.xx rebate in my account. It's similar to cash back stores at Fatwallet.com.

Totally legit. I have $18 in my account with them right now. Used today for AAP purchase.
