No. You need a heavy duty engine oil. Mobil 1 15w50 is not a HDEO but rather just a passenger car motor oil.

Depends.
What spec does the heavy truck engine in question require versus what M1 15W-50 offers?
If the engine requires only an API CF oil, then the M1 15W-50 would probably do well in it.
This oil would be plenty thick enough.
It might not have adequate dispersants to deal with the soot loads some diesels impose on the oil over the typical drain interval.
This oil also has plenty of TBN, but that is less important now with ULSD universal in this country.
XOM does offer the already mentioned Delvac 1, which is a bit of a unicorn, as well as M1 TDT, either of which might be better suited to use in a large diesel.

not sure if certifications are same as XOM (think so), but chevron. dello full syn 5w40 is cheaper than mobil TDT at wally world.

You're right.
The Delo 5W-40 is at a good price and is cheaper than either TDT or T6 at Walmart.

Or, up here, where Delvac 1 is half the price of M1 TDT, and less than T6 or Delo even on sale.
